into Deployable or Active status.

2. Baseline Requirement
Activation requires verified baseline documentation:
- Photographic baseline (site level)
- Geographical identification
- Named responsible stewards
- Governance anchoring
- Ecological status reference
No verified baseline → No activation.
3. Mandatory Structural Sections
- Executive Briefing
- 13×13 Context Reference
- Topic Matrix
- Protocol Map
- Governance Constraints
- Risk & Capture Prevention
- Treasury Logic (if applicable)
- Roadmap (0–3m, 3–12m, 1–3y)
- Review & Correction Loop
4. Status Logic
- Draft — Structural components incomplete.
- Structured — Complete format, not reviewed.
- Deployable — Baseline verified, governance reviewed.
- Active — Field implementation confirmed.
- Archived — Closed or historical.
5. Automatic Pause Triggers
- Baseline unverifiable
- Steward node dissolution
- Governance breach
- Financial irregularity
- Ecological harm detected
Activation may be paused pending correction loop review.
Operational clarity prevents mission drift and symbolic inflation.
