A 30-second reading

A municipality is where the state meets life: in a decision, home visit, school road or person keeping a fragmented pathway together. Municipal work has living conditions — rhythm, load, relations, limits, judgement and recovery. When they fail, employees, citizens, relatives, nature or future budgets become buffers. This is a carrying-capacity problem.

Work is a field, not a queue

Municipal work is often pictured as tasks moving through systems. The report instead asks who holds context, interprets rules, notices exceptions, repairs errors and keeps responsibility with the case.

Under pressure, burden moves into overtime, private memory, repeated contact, unpaid family coordination or postponed maintenance. A service may still consume the capacity needed to deliver it tomorrow.

Calling work “nature” does not make a municipality an ecosystem. It is a working proposition:

Work has living conditions. Capacity is not only time; it is judgement in a body.

Flow · Friction · Sensitivity

The report reads one bounded work field through three questions:

  • Flow — what must move through the field: information, responsibility, decisions, support or physical work, without losing meaning or accountability?
  • Friction — where is capacity bound in rework, unclear handovers, repeated controls or documentation that protects no corresponding right, quality or safety?
  • Sensitivity — what could be lost, who would bear the consequence, how quickly would harm be detected and could it be repaired?

Not all resistance is waste. Consultation, review and legal safeguards may be protective work. Friction is a question, not a verdict.

Its human signature is often clearer than its budget line:

Friction is usually invisible in the budget, but visible in the body.

The employee as organisational buffer

When connections weaken, a person compensates: remembering what the system forgets, calling again or translating between units.

This can conceal failure. The responsible employee becomes a buffer between incompatible demands. When operations turn red, care and correction require exceptional effort.

The body is fallible, but repeated overload is organisational information, not merely a robustness problem.

Field temperature without employee surveillance

Green, yellow and red describe the field, never the employee.

Green preserves judgement and correction. Yellow depends increasingly on hidden compensation or key individuals. Red sustains formal function through overload, loss or harm.

Field temperature is protected collective sensing, not an HR score. Signals must not become performance, absence or disciplinary data, nor be inferred through emotion recognition. Protect the person, read the field, require response.

From released time to regenerative public value

The report’s Phoenix accounting resists treating every saved minute as cash. It distinguishes:

  • G1 — capacity actually released or protected;
  • G2 — documented avoided cost or harm;
  • G3 — stronger strategic and democratic room to act.

Gains must be corrected for implementation, maintenance, new controls and displaced work. Released time is not automatically cashable.

No gain without a baseline; no effect story without net correction; no budget gain before field gain. Capacity first repairs debt and protects the core task before any political decision treats a remainder as fiscal room.

AI can receive a mandate, not responsibility

AI may assist analysis, drafting, coordination and reversible steps. Greater freedom requires stronger stop and repair capacity.

Delegation cannot exceed the ability to understand, halt and repair. Irreversible decisions retain a human Last Impulse; responsibility cannot transfer to AI.

One bounded municipal experiment

Begin with one field, a minimum baseline, one reversible intervention and a decision after 90 days: stop, redesign, continue locally or separately investigate scaling.

The result may be that apparent friction was protective. Local improvement proves neither lasting effect nor national savings. Stevns, Odense and Copenhagen are design landscapes, not agreed or validated cases.

What this report does not claim

Report 01 is not a universal management model, employee-scoring system, automatic savings programme or legal advice. Flow · Friction · Sensitivity is not an algorithm or composite score. The report does not claim that AI automatically frees capacity or that municipal administration is generally unnecessary.

Its operational trust claim is smaller: one concrete field may become readable enough to test one reversible change while preserving rights, judgement, stop authority and the ability of practice to correct the model.

Which person is currently keeping your public service coherent through work the organisation cannot see — and what would become visible if that person no longer had to serve as its buffer?
