A 30-second reading
The Penguin Dashboard is a small shared surface for asking how a living place is doing, how the people carrying the work are doing, and how the relationships holding it are doing. It keeps evidence, uncertainty and dissent visible long enough for people to choose one or a few bounded next actions. Then consequence returns and the reading can change.
Why a dashboard at all?
Living fields contain more than anyone can hold at once. Soil, water, species, work, conflict, money, consent, local memory and larger ecological relations may all matter. Without a shared surface, one visible success can dominate the conversation while quieter conditions disappear.
The answer is not to build a total model of the field. It is to create enough shared legibility for a consequential conversation:
What is happening here?
How do we know?
What do we not know?
What can this field responsibly carry next?
The dashboard should remain smaller than the reality correcting it.
The one-page movement
The shared snapshot should normally fit on one page. Behind it may sit observations, measurements, testimony, photographs, budgets, specialist sources and local knowledge.
The visible movement is deliberately simple:
- Land / Life — how is the living place doing?
- Steward Viability — how are the people carrying the work doing?
- Governance / Commons — how are the relationships holding it?
- Evidence, uncertainty and dissent — what supports or challenges each reading?
- Shared human judgement — Green, Yellow, Red or Unknown for each stream, never one overall score.
- One to three bounded next actions — what will happen, who is responsible and when will people return?
- Consequence — what actually happened, and what now needs correction?
The one-page surface is not the evidence. It is a doorway into the evidence.
Reading is not measuring everything
Report 04 offers starter observations, but they are locally calibrated prompts rather than universal indicators. Water retention may matter in one place; a particular species, safety condition or access conflict in another. Some questions require scientific measurement. Others require situated testimony or another season.
Green, Yellow, Red and Unknown are documented human readings:
- Green means the condition appears sufficiently stable for the present work. It does not approve expansion automatically.
- Yellow names observed strain or instability requiring attention and bounded correction.
- Red means ordinary continuation or expansion would create unacceptable risk. It calls for protection, pause and named review, not blame.
- Unknown means available evidence or standing is insufficient. It is different from observed strain and is not permission to proceed regardless.
Material disagreement is recorded. A minority view may later prove more accurate than the majority reading.
A small example
A local restoration group is offered substantial new funding after promising early results. Land/Life appears Green. Steward Viability is Yellow because two people carry most of the work. Governance/Commons is Unknown because decision rights under the proposed agreement have not been examined.
The Dashboard does not calculate whether the grant is “good”. It makes the incomplete condition visible. The next actions might be to clarify authority, price the hidden work and assess whether the group can receive more flow without accelerating beyond capacity. Expansion waits; inquiry and stabilising support may continue.
At the next review, the earlier reading may prove wrong. That is not a defect. A governance architecture that cannot be corrected by consequence eventually becomes a defence of itself.
Dashboard and Ledger are different
The PG Ledger preserves observations, evidence, interpretations, decisions, resource flows, dissent and later correction over time. The Dashboard supports a present shared reading of what can responsibly happen next.
The Ledger remembers. The Dashboard helps people read. Neither governs.
A colour, algorithm, schema or protocol file never holds the Last Impulse. Consequential decisions remain with a named human accountability-holder or legitimate human body able to reject the proposed action and answer for the decision taken.
AI may organise records, compare periods, translate, retrieve relevant knowledge and expose contradictions. It does not determine field truth, assign the final reading or approve funding.
What this does not claim
The Penguin Dashboard is not a sustainability score, certification, ranking system, universal indicator set, automated funding gate or planetary control room. It does not contain the field, convert every relationship into data or downscale Planetary Boundaries into improvised local quotas.
It is also not currently presented as a mandatory platform or universally active field record. Report 04 is a public candidate instrument. A group may adapt it, use only part of it or refuse it entirely.
A question to carry
What must remain visible long enough for your group to make one accountable next move — and what would be damaged if you tried to turn that visibility into a total score?
You can stop here. The Dashboard does not tell a field what reality is. It helps people keep several conditions visible, act narrowly, and then let reality answer.
